The global industrial development report issued by the United Nations Industrial Development Organization in 1996 pointed out that in the process of globalization, western countries benefited the most, Southeast Asian countries partially benefited, and African countries benefited very little. The World Bank estimates that from 1987 to 1998, the number of people living in extreme poverty with a daily income of less than US $1 in Asia fell from 27% to 15%, while the number of people living in extreme poverty in Africa remained 46%, with no improvement at all. The national income gap between the five richest countries and the five poorest countries in the world has expanded from 60:1 nine years ago to 74:1. Because people without technology, computers and foreign languages are excluded from the benefits of globalization, wealth is rapidly concentrated in a few people. In February, 2000, according to the United Nations Research Report, the assets of the three richest men in the world exceeded the national income of 600million people in 35 poor countries, while the assets of the 200 richest men in the world exceeded the total income of 41% of the population

The countries and regions at the bottom of the global division of labor system suffer the most. In the process of structural adjustment, developed countries have transferred high energy consumption and high pollution industries to developing countries, thereby transferring the cost of globalization. Therefore, the resource conditions and ecological environment of many developing countries are deteriorating. Developed countries also use high scholarships and preferential treatment to attract highly scarce senior scientific and technological management talents from developing countries, which hinders their social and economic development. During the East Asian financial crisis, some countries' currencies depreciated by 30-50%, their debts increased several times, and suffered losses of $3trillion. 13million people were unemployed and millions of students were out of school. In the crisis, countries and regions with reasonable industrial structure, strict financial supervision and flexible exchange rate system have less losses, and the greater their shortcomings, the deeper the victims

the United States, Europe and Japan occupy a favorable position in the global division of labor system. In particular, the United States has great advantages in three aspects: economic structure and scale, efficient capital market, and absolute leadership in e-commerce. In many industries, the United States accounts for nearly 50% of the world market share, and more than half of industrial activities are controlled by the United States. Two thirds of advertising and marketing services are concentrated in the Northeast corridor of the United States, and international financial investment is largely controlled by major U.S. banks. The development strategy of the United States is to try to become the overlord of the international Internet, use its technological advantages, control the global information network, control the flow of information and capital, obtain the highest profits with the least time and the lowest cost, and control the world economy in an operable way. At present, the rules of the game of economic globalization are generally formulated under the leadership of western countries led by the United States. Important international economic and financial organizations are controlled by western developed countries. They use these advantages to pursue economic hegemony. Why is the main domestic aircraft called C919? Justice, trying to maintain the unreasonable global division of labor pattern for a long time, continue to grab most of the benefits of globalization and pass on the costs of globalization. They also described globalization as a one-way convergent development process. The result of convergence is to establish "global political authority" and promote American style "democratic politics", lifestyle and cultural values around the world. We absolutely cannot agree with the prospect of "globalization" that publicizes American hegemony

The movement of non aligned countries believes that economic globalization, a unipolar world, and the technological gap between rich and poor countries are threatening traditional culture and putting the survival of many countries at risk. In May, 1997, 113 non aligned countries sent 54 representatives to participate in the international conference held in Medellin, Colombia. The conference document pointed out: "cultural diversity and people's diverse views on the world are the great wealth of mankind.... the non aligned countries demand that they be used as values to guide the establishment of a new world order." The document points out that globalization faces two different prospects. "Negative globalization means losing one's identity, community concept, personal value and sense of belonging to one's own culture." Therefore, we should develop and promote "the concept of positive globalization as the only choice for the countries of the south to enrich human cultural wealth"

The Medellin conference document cannot be ignored because it raises the extremely important issue of the dialectical relationship between nationalization and globalization. We cannot talk about the advantages and disadvantages of globalization in general, because it does have two distinct prospects. Active globalization properly handles the dialectical relationship between monism and Pluralism: countries with different political systems respect each other and coexist peacefully; Different national cultures communicate and dialogue equally, and enrich the colorful global multiculturalism with their own national characteristics; Different countries and regions share the achievements of technology, information and economic globalization, and strive to narrow rather than expand the income gap. Negative globalization takes a one-sided attitude: make globalization tend to be unipolar, safeguard the political, economic and cultural hegemony of the United States and the west, expand the gap between the rich and the poor without restrictions, and deprive the weak of their right to exist. It actually ranked 68th (Hong Kong 25th) and 99th in 1999. According to the analysis of economic circles, China is still at a low level in the global industrial division system. Therefore, we must not be arrogant. In many ways, the challenges we face are likely to outweigh the opportunities. We must be fully prepared for this

precisely because the current process of globalization is controlled and manipulated by Western powers to a certain extent, forming a new model of inclusion and exclusion, forming an unbalanced global hierarchy, generating new beneficiaries and victims, and measuring the relative error of torque, we must be 100 times vigilant. In the process of actively participating in Globalization, we must strengthen our awareness of autonomy, and never blindly agree with the popular principles and discourse logic of the West, We will never harm our national interests, social characteristics and national cultural traditions. In the process of running in with the global economic system, we should resolutely safeguard China's political, economic and cultural sovereignty and security, and unite with other developing countries to strive for a bright future of positive globalization
